I think this spell would be better if the caster was encouraged to succeed on the saving throw. After all, encouraging someone to have a bad save just... doesn't make much sense. If the caster is trying to get hit by lightning, it would make more sense I think to still have a Dexterity saving throw. Instead of trying to avoid getting hit, he or she is endeavoring to get hit.

E.g., "Upon casting this spell, you must make a Dexterity saving throw with disadvantage, and if you succeed, you are hit by non-damaging lightning and regain the spell slot you consumed to cast this spell." - Guy (talk) 04:39, 24 April 2017 (UTC)
