Reasonable Suggestion[edit]
Considering it is still a grenade and thus a bursting munition, would it not be reasonable to have it deal half damage anyway on a miss? It doesn't deal much damage at all (1d8 + 5, meaning 13 is max), and half of the damage it would do on a miss would be even less intimidating. You could also give it a very small flat number on miss (like 3 or 4).
My reasoning is that it's a grenade and still throws fragments (and a lot of them), the damage isn't note worthy, its consumable and gets one use, and it has a poorly scaling (not at all) attack roll. - Good idea, I'll think of something. The attack power needs compete with a player's regular powers. As simple items, these need to be only slightly better than at-will attacks, so half damage might be a bit much. Attack bonus is tied to the item level (in the same way that D&Ds consumable healing potions have a fixed value tied to level). I need to add a grenade at level 8. These are "simple" items of equipment, there's room for consumable weapons at the "average" and "advanced" tier for big damage or ongoing damage or large aoe grenades: these would definitely have a Miss or Effect line.
