I'm just going to say right now, that -3 Constitution is an abysmal racial trait. If you do plan on keeping it (which you really should not due to how central Constitution is), it should probably be in the Ability Score Increase trait, like for the official Kobold and Orc races.
Well, this is an outright mess. To begin with, Spreadshot goes for about 10 or 15 feet at most. ...Seriously though, I dunno if there's even kind of a way to make a usable Cuphead race. ...But I'mma try. At a later point. (Vulnerability to bludgeoning damage maybe, 25 ft speed, Small size, maybe some freaky AC boost or reaction dodge (make Dex save vs attack roll/add profmod to AC/give attack dadv/force reroll, move x ft w/out provoking whether hit or miss) to offset, not sure if the weapons should be a racial trait (maybe separate magic items)...)
