maybe you would pay more to use them so you dont need to have umd? you litterally just put shells in and fire? the only other thing i can think of is that they want something fluff wise from that anime where the guy shoots spells out of his gun. theres no pricing for the shells, so maybe go with whatever a spell of the same lvl would be to by a scroll of and go from there? the actual shells are made out of a specific metal so you know how much that costs, then however much it would cost to have a wizard to charge it every time would be the same as a scroll cost. edit: also it seems another pluss over a wand is that you are shooting shells so with reload feats you should be able to fire off 4+ shells/spells a round instead of the normal one. I do feel there is room for this kind of device (to my mind it brings up the scroll-powered guns in Masamune Shirow's Orion), I don't think it's fair to circumvent Use Magic Device. If I can I'll think of some alternative. Maybe something that fires reskinned magic potions, or something. Making caster shells should be standardized with the way creating every other magic item works.
In the meantime, here's some other things your character could spend 20,000 gold coins on instead of a Caster Gun:
1) Hire 24 4th-level wizards to cast magic missile for you three times per day, every day for the next week.
2) Buy 9 Spell Storing magic weapons and have a wizard charge each of them with fireball.
3) Buy 3 SRD:Necklace of Fireballs type IV (that's 12 x 2d6 fireballs, 6 x 4d6 fireballs, 6 x 6d6 fireballs, 3 x 8d6 fireballs.
