It's a long time in the future; thanks for your improvements! Taking these into a count I'm making a few adjustments

  • Firstly, with the primal flavour added, the race's flight is now a mystical ability rather than a limited natural ability. As such I'm swapping DEX and WIS as primary/secondary stats.
  • I think the encounter flight was over-nerfed. The racial power is the main ability benefit of the race, so it should be good enough to be interesting. As per the guidelines, it's already limited to an encounter power (up until Epic tier) and, while it gives flying movement, it doesn't give flight per se. I'll remove the altitude limit (since the character has to land anyway), which suits a cliff-dwelling race better. I'm also reinstating the "shift" square of movement to make it usable (but less abusable) in combat - you can use it to disengage, but if you land from above an enemy they'll get to attack. I like the new ability modifier scaling.
  • The original high (7) speed was representative of the race's nimbleness and mobility. I can see with the previous version of the racial power that this could be too much early game, but now that that scales on WIS it should be back to 7 (or 6 at least).
