I think, as a background, this could use a bit more fluff. Backgrounds in 5e describe a character before they become an adventurer, what they did before, stuff like that. This seems like a weird cross between a race and a very low-fluff sort of thing trying to be a background. I think this is even more general than something like the isekai background, which is technically an anomaly.
As such, if this is to be a proper background, there needs to be a bit more to it. Why do you have the proficiencies that you do? What fluff explains that? If you were born an anomaly of a freak experiment, how does that explain your proficiency in a gaming set, eg.? A narrower concept might help, similar to how far traveler and outlander are differentiated from each other in official.
The background feature is also more a rock than a ribbon. Background features in 5e tend to be ribbons (assist in roleplay) versus rocks (mechanical crunch). Exceptions are specialized, like the fisher background in official. The feature is also very vague and makes you always sound like an alien? But you could just be born weird, no?
