The fluff is great. It's taken from an existing source, but written in such a way that anyone could absorb this idea into their game. Very well done.
The proficiencies are balanced and topical.
It grants a foldable weapon frame, which is a homebrew item made just for this background. That item is overpowered because it changes the action economy srrounding drawing and sheathing weapons during combat. Its inclusion in this background warrants this background as also being overpowered. However, this is intentional, and suits a campaign set in the narrative source. As such, I would recommend that this background also have a design disclaimer.
The specializations are a little awkward. How could a character be an arcana major and not have arcana proficiency?
The feature is perfect.
The T/V/B/Fs are great.
Overall, this is really good. I will make my recommended tweaks and call it done. Please respond if you have any disagreement.
