Each age has very different views on law and even morality, as follows:
Life, power, territory; these are the important factors of society during the age of clans. Anyone who can grant these will find themselves leading. Though not particularly primitive, few groups have much more than they need to survive. Bandits are common and few civilizations have permanent dwellings beyond an occasional field or cabin.
