More information...

This creature seems like a small sized elf, but has silvery hair and is surrounded by a pale silver-blue light. In its back a pair of dragonfly wings is at rest.

The sjtel (SEE-tehl) is a relatively unknown variety of fey, supposed to have splited from the pixes a millenia ago. Sjtels are a happy folk, given to pranks, trickery and humor like their cousins sprites, but they are also known for being completely addicted to magic. This addiction may prove problematic to spellcasters crossing their territories, and while the common sjtel isn't evil, many are the tales that speak of such creature's "reckless" attacks on mages.

A sjtel stands about 2 ft tall ( 4 ft for wing span) and weights about 25 pounds. They speak common, sylvan and draconic.

Combat

A sjtel avoids combat as much as possible, being incredibly shy around non fey creatures, but when they see the chance to put their small hands on magic, they might prove themselves fearless.

greater invisibility (su): A sjtel remains invisible even when it attacks. This ability is constant, but the sjtel can supress or resume it, as a free action. The natural light that all sjtels shed is quenched, when this ability is at use.

Spell scramble (su): The mere presence of the sjtel, causes an effect that makes magic function erratically. In an area of 20ft radius, centered on the creature, there is a 20% chance that every spell or spell like ability fails. This affects only spells that are being cast within the mentioned area; effects that come from the outside functions normally. The same applies to persistent spells and effects, already in place when the creature's aura comes into contact with it. Permanent magic items are not affect ( their power is too strong for the sjtel), but charged items and 1 use-only items, suffer the same effects, as above. Spells , spell-like abilities, and magic items of fey origin, functions normally. Psionic powers and effects are not affected by this ability. This ability functions continually and may not be turned off.

Magic drain (su): The touch of the sjtel, or its melee weapon while wielded by it, is permanently infused with a magic eating effect. Every time the creature hits, with the mentioned means, another creature able to cast spells or spell-like abilities, the victim has one, randomly determined, spell slot ( or spell-like ability use) drained from his mind. This drain counts as using the spell slot ( or spell-like ability use) for the day, and it may be recovered by the normal means.

Permanent items are unaffected by this ability, but charged items have 1d4 of its charges drained permanently, while 1 use-only items are completely destroyed. Every spell slot, spell-like ability, or charges so drained, grants the sjtel 5 temporary hit points, that lasts for an hour if in excess of the normal maximum. This drain also sustains the creature without food and water for a number of days equal to the highest spell level drained in that day. The number of days of provided sustenance does not stack, it overlaps.

This is related to the Magic Eaters (3.5e Prestige Class).

Many sjtels become addicted to this special ability, because it causes on them a tremendous sensation of joy. Every time a sjtel uses this power, it has to succeed on a will save dc 15 + the last spell drained level ( or number of charges) or be compelled to use it again on the nearest valid target.

This ability does not function against creatures with the fey type and the items crafted by them. This ability does not function against psionic powers and psionic items, and this creature tends to look down upon such powers.

Light (su): All sjtels radiate a natural silver-blue light that duplicates the effect of a light spell continually. They may not turn it off, and in fact it seems to get brighter and brighter when they are stealing magic. While invisible the lights fade.
