Keen Sight. Pidgeot has advantage on Wisdom (Perception) checks that rely on sight.

Fly. When Pidgeot uses the fly attack action, he can target a creature within range. Pidgeot flys high in the sky where he can't be hit by Melee attacks and ranged attacks have disadvantage on him. Next round on his turn the attack lands if you succeed the attack roll. Even if the target leaves the attack range the attack will still land. You can only use this attack once every two turns.

ACTIONS

Talons. Melee Weapon Attack: +4 to hit, reach 5 ft., one target. Hit: 7 (1d10 + 2) slashing damage.

Peck. Melee Weapon Attack: +4 to hit, reach 5 ft., one target. Hit: 8 (1d12 + 2) piercing damage.

Air Slash. Ranged Weapon Attack: +4 to hit, reach 30ft./90ft., one target. Hit: 10 (2d8 + 2) slashing damage.

Fly. Ranged/Melee Weapon Attack: +4 to hit, reach Melee/60ft., one target. Hit: 12 (2d10 + 2) bludgeoning damage.


When hunting, it skims the surface of water at high speed to pick off unwary prey such as MAGIKARP.

Mega Evolution

When pushed to its limits some of this species have shown the ability to evolved even further. Gaining the following:

trait: Fly-By. Mega Pidgeot does not provoke opportunity attacks when moving out of an enemy's reach.

No Guard. Mega Pidgeot has advantage on all attacks it makes and enemies have advantage on all attacks made against Mega Pidgeot. 

Actions:

Multiattack. Mega Pidgeot makes two Air Slash attacks and a Sand Attack.

Air Slash. Melee Weapon Attack: +8 to hit, reach 5 ft., 1 target. Hit: 16 (2d8 + 8) slashing damage. 

Sand Attack. Mega Pidgeot kicks up sand with its wings. All creatures in a 15-foot cone must make a DC 16 constitution saving throw or be blinded until the end of their next turn.

Hurricane. A 5-foot-radius, 60-foot-tall cylinder of swirling air forms on a point Mega Pidgeot can see within 120 feet of it. The whirlwind lasts as long as Mega Pidgeot maintains concentration (as if concentrating on a spell). Any creature but Mega Pidgeot that enters the hurricane must succeed on a DC 16 Strength saving throw or take 27 (6d8) bludgeoning damage and be restrained by it. Mega Pidgeot can move the whirlwind up to 60 feet as an action, and creatures restrained by the hurricane move with it. The whirlwind ends if Mega Pidgeot loses sight of it.

A creature can use its action to free a creature restrained by the hurricane, including itself, by succeeding on a DC 16 Strength check. If the check succeeds, the creature is no longer restrained and moves to the nearest space outside the hurricane.

Legendary Actions

Mega Pidgeot can take 3 legendary actions. Only one legendary action option can be used at a time and only at the end of another creature's turn. Mega Pidgeot regains spent legendary actions at the start of its turn.

Air Slash (Costs 1 Action). Mega Pidgeot makes an Air Slash Attack.

Fly (Costs 1 Action). Mega Pidgeot moves up to its speed.

Legendary Resistance (3/Day). If Mega Pidgeot fails a saving throw, it can choose to succeed instead.
