From the Psychonauts 2 wiki.

Panic attacks are abstract entities from the psychic plane, manifesting from minds which are wracked with intense feelings of anxiety. Though not inherently evil—like all psychic entities they are merely extensions of their host mind and do not have their own thoughts or desires—they are extremely dangerous. Their mere existence causes damage to their host mind, while their speedy and aggressive attacks cause greater damage to any travelers on the psychic plane that are unlucky enough to encounter them.
