Judge and Jury: You must be True Neutral to use a Judge and Jury
Judge and Juries are weapons favored by vigilantes everywhere. They are a spool of wire for making garottes, with some magic powers. It takes a free action to make a garotte out of a Judge and Jury. When a garotte made from this is held around a targets neck (but not attacking), the target must make a DC 20 will save or tell the truth to any question asked of him, as long as the target actually knows the answer. The wielder knows the result of this check. A successful attack deals 2 damage and nauseates the target for 1 round. In addition, after a successful attack, a Judge and Jury can be tied with a use rope DC 15 check to knock out the target for 1 minute. It takes a DC 30 fortitude save each round to resist this, with the DC decreasing by 1 every 2 rounds. Once on, a Judge and Jury sinks into the flesh of the target, dissappearing and becoming difficult to remove. Only a seperate, non choking person can cut off the garotte, by dealing 6 points of damage to the garotte and the choking person. After a garotte is removed, a Judge and Jury returns to the spool, unharmed. After the minute is up, a garotte returns to it's wire form and goes back on the spool. A Judge and Jury contains enough wire for 12 garottes at once. You must expend 1 hour a day meditating with the spool about the balance required with killing or it will lose it's powers for 1 day.
