Inaz's Helm of Neutrality (3.5e Equipment)

Inaz's Helm of Neutrality: Inaz's Helm does not actually force an intelligent creature to neutrality, instead it is a far more powerful force; it adds a point to the character's weakest statistic (in the case of a tie it is to the DM's discretion) and subtracts a point from it's strongest. After one use the Helm functions as a mundane hat.
