Gotham[edit]

The Province of Gotham is a corrupt kingdom, thieves and assassins being the ones that actually run it. The environment is also very cold, with downpour being a constant.

Government[edit]

The current ruler of Gotham is King Hamilton Hill, who is paid by most of the criminal organizations to ignore and actively interrupt any other interference with their activities. The only member of his court who is attempting to put an end to the outlaws is the Captain of the Guard, James Gordon. Another prominent member of the court is Duke Bruce Wayne, who inherited his father's position and wealth after his parents were murdered by bandits. He is considered harmless at best and completely useless at worst by the people of Gotham. Duke Harvey Dent initially showed his support for Gordon, but went mad after half his face was scarred by an acid splash. Becoming a nihilist, he now lets chance rule all his decisions by rolling a d20 dice before doing anything.

The rest of the court is in the pocket of The Thieves Guild, which is run out of The Iceberg Tavern by criminal mastermind Oswald "The Penguin" Cobblepot. People that they can't kill but want out of their way are sent to The Arkham Dungeon. An extension of the League of Shadows also has an operation in Gotham, serving as killers for hire, even though their leader, Ra's Al Ghul, rarely visits from his main fortress in Nanda Parbat. Among the random and unaffiliated monsters and criminals is a powerful bard simply known as The Jester, who seeks only to delve Gotham into chaos and anarchy.

History[edit]

Gotham was originally founded by The Court of Owls, a collection of noblemen who wished to create an entire kingdom under their control. They employed the use of mercenaries and constructs to keep the peasants under their control, but have since disappeared. However, some think they are still operating things from the shadows.

Lately, Gotham has been haunted by a mysterious bat creature that has been terrorizing those guilty of heinous crimes. Even The Thieves Guild and The League of Shadows have not been safe from The Bat Knight. There are many theories as to how it came to Gotham: some believe that it is the vengeful ghost of a murderer's victim, while others think that it was sent by the gods to punish Gotham for its crimes. Whatever the truth is, many bandits and thieves fear The Bat Knight. Despite the king ordering Captain Gordon to track down and destroy Batman by any means necessary, it is suspected among the members of the court that Gordon is actually working with the creature as apart of his plan to bring order to Gotham.

Metropolis[edit]

The Kingdom of Metropolis is more technologically advanced than the other nations, using mechanical devices such as automatons and steam powered engines.

Government[edit]

King Alexander Luthor serves as the current ruler of Metropolis, after his father's mysterious death. He is responsible for the increase in Metropolis' industrialization, which led to the kingdom's economic wealth. While most nations are still using longbows, Luthor's soldiers are using crossbows. His artificers have also been working on other creations, such as firearms and machines that move independently. Luthor himself is an artificer, and will regularly make major contributions to the field of science. He is incredibly authoritarian, however, and has high taxes in order to pay for his inventions.

Metropolis has come under the protection of Sir Kal El, rumored to be the last heir of the Kryptonian empire which fell due to economic troubles and political instability. He is said to have the strength of 10 men, flight despite not having wings, and the ability to shoot fire from his eyes. King Luthor has tried taking measures to defeat the local legend but, as he has spent his time slaying dragons and other monsters, the townsfolk have grown to see him as a hero and his death at the hands of the king might spark the rebellion that has already been growing.
