Legendary Resistance (3/Day). If Dio fails a saving throw, he can choose to succeed instead.

Regeneration. Dio regains 20 hit points and the start of his turn if he has at least 1 hit point and isn't in sunlight. If Dio takes radiant damage, this trait doesn't work until the start of his next turn.

Sunlight Hypersensitivity. Dio takes 20 radiant damage each turn he starts his turn in sunlight.

Enhanced Senses. Dio has advantage on all Wisdom (Perception) checks.

ACTIONS

Space Ripper Stingy Eyes. Ranged Weapon Attack: +12 to hit, range 30 ft./60 ft. with disadvantage, one target. Hit: 20 (2d8 + 7) necrotic damage.

Vaporization Freezing Technique. Dio removes all the heat from his body and then touches a creature, flash freezing them. The creature must succeed a DC 16 Constitution saving throw or be restrained by this technique and take 3d6 cold damage.

Blood Sucking. Dio jabs his fingers into or bites a creature's flesh and drains them of their blood. The creature must succeed a DC 16 Dexterity saving throw or become grappled and take 3d8 necrotic damage, which heals Dio an amount equal to the damage. If a creature takes more than 30 damage or drop to 0 hit points in this way, they must succeed a DC 12 Constitution saving throw or become a vampire under Dio's control.

Charm. Dio targets one humanoid it can see within 30 ft. of him. If the target can see Dio, the target must succeed on a DC 17 Wisdom saving throw against this magic or be charmed by Dio. The Charmed target regards Dio as a trusted friend to be heeded and protected. Although the target isn't under Dio's control, it takes Dio's requests or actions in the most favorable way it can, and it is a willing target for Dio's blood sucking attack. Each time Dio or Dio's companions do anything harmful to the target, it can repeat the saving throw, ending the effect on itself on a success. Otherwise, the effect lasts 24 hours or until Dio is destroyed, is on a different plane of existence than the target, or takes a Bonus Action to end the effect.

Vampiric Thralls (1/Day). As a vampire, Dio has an army of vampiric minions at his beck and call. Dio summons 1d6 + 3 Vampire Spawn, provided that the sun isn't up. The called Vampire Spawn arrive in 1d4 rounds, acting as allies and obeying spoken commands. The Vampire Spawn remain for 1 hour, until Dio dies, or Dio dismisses them as bonus action.

WRYYYYYYYYYYYY. Dio lets forth an unearthly sound that instills fear in those around him. Any creature within 60 feet of Dio that can hear must make a DC 14 Wisdom saving throw or become frightened of Dio for 1 minute.

REACTIONS

MUDA! If a creature attempts to make a surprise or sneak attack with a melee weapon against Dio, he makes a counter attack with his Vaporization Freezing Technique.

LEGENDARY ACTIONS

The Dio Brando can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The Dio Brando regains spent legendary actions at the start of its turn.

Move. Dio moves up to his speed without provoking opportunity attacks.

Vampiric Thralls. Dio makes use of Vampiric Thralls.

Blood Sucking. Dio makes use of Blood Sucking.

Long ago, two brothers not of the same bloodline were brought under one household, their destinies intertwined. Those were brothers Jonathan Joestar and Dio Brando. They fought and hated one another for their own reasons, but eventually Dio was found to be plotting against Jonathan and his father, George Joestar. Jonathan attempted to have Dio arrested, but unfortunately, the Joestars held onto an item of dark power, The Stone Mask, which Dio made use of to ascend from his humanity. Dio became a powerful vampire and killed George Joestar to do so. Since then he has been a threat to humanity, a power greater than most humans could handle. The only people who even dare to threaten his reign are the Hamon Users, a group of ancient martial artists trained in using breathing techniques to create the energy known as Hamon. However, the Hamon Users may still find that their efforts could prove useless against the might of Dio Brando. He is incredibly charismatic and is akin to a cult leader, as dozens of followers serve him with the utmost loyalty and would even lay down their lives to ensure Dio's will is carried out. He is resilient, powerful, and even bears the mark of the Devil's luck. Few can match him, so it is unknown when or if Dio's reign of terror will end.
