You can use the training downtime activity to study the book. It takes 50 days to memorize and practice reciting the stories and ballads. Once the training is finsished, you are considered proficient in Charisma (Performance) checks made involving oration, and you add double your proficiency bonus (instead of your normal proficiency bonus).
