A Censor Source

Though they look humanoid, censors are not actually living beings at all. They are abstract entities from the psychic plane. Censors are essentially psychic white blood cells. They live in all healthy minds where they stamp out manias, delusions, waking dreams, and other things that don't belong. This also includes psychics intruding upon the sanctity of their mental world. Such intruders will be hunted down relentlessly and stamped out with extreme prejudice.
Though censors can speak a single language that is known to the owner of their mental world, trying to speak to them is pointless. They are single-minded in purpose and can not be bargained with, placated, or intimidated. They also rarely have much to say themselves, beyond their usual hearty cry of "NO!"
