Altered Time Dilation
1st-level Enchantment
Casting time: bonus action
Range: 60 feet

You are able to manipulate the time around a creature to generate a significant time difference. You may choose a creature within 20 meter of you that you can see, and try to reduce or increase its movement speed by 3 meter. If the creature is not willing, they make an intelligence saving throw. You may do this a number of times equal to half your Intelligence modifier rounded up, regaining all uses upon completing a long rest.
