This wand was created by a wizard who traveled the lands, entertaining people with magic. This wand has 3 charges. While holding it, you can use your action and expend 1 of its charges to create a shower of harmless and bright sparks. You can choose the colors of the lights.
If you target this sparks towards a creature, the creature must make a DC 10 Dexterity saving throw, and can't take reactions on a failed save.
The wand regains all expended charges daily at dawn. If you expend the wand's last charge, roll a d20. On a 1, the wand explodes into cloud of sparkling lights.
