Wand, Very Rare (Required) This wand holds charges equal to the casters proficiency bonus. it allows the caster to cast spell at a higher spell slot, e.g a level 4 spell can be cast at level 5 but will cost the user a level 4 spell slot and one charge of the wand, the wand will recharge half of the used charges on a short rest and all charges on a long rest.
