Background
Sir Silvershield rose to prominence defeating a scourge of dire rats on the outskirts of the city. After his victory, an anonymous benefactor recommended that he be appointed to the position Sherrif of the Sewers. Since that day, he has been the supreme, though not very appropriate, law enforcer of the sewers. (Neutral observers believe that Sir Silvershield was placed into this position by the Thieves Guild for his incompetence, to ensure that they could safely and effectively have free run of the sewer system.)
When Sir Silvershield took the position, he hired a young woman who he had rescued from the dire rats, Artemesia, and placed her into the position of Job's Clerk. The position is lowly, but Artemesia has come to effectively wield the power that Sir Silvershield is too incompetent to hold.
Sir Silvershield is infamously known for his conservative and hesitant leadership style. He often says, "We should take this problem to the authorities," when he himself is the exact proper authority that you should take a problem to. He epitomizes bad leadership. He sits on orders. He hesitates in moments of need. He never wishes to engage in any violence. When questioned, he speaks eloquently of the problem that must be over overcome, yet does nothing. The Guild picked the perfect candidate to neutralize law enforcement in the sewers.
