Curling Water (5e Equipment)

Weapon (whip), very rare This strange whip is made out of glowing ice crystals. The weapon deals 1d4 additional cold damage, and while you are wielding it, you gain resistance to cold damage. When you damage a creature with this weapon, you chill them to the bone. If they are not immune to cold damage, you reduce their movement speed by half until the start of your next turn.
