To address the "There's already a Silence spell?" question/portion of the notation, yes there is, but it functions very differently (so perhaps this one needs to be renamed or something?). The 'Silence' spell completely nullifies all sounds within its sphere and nullifies all thunder damage. The 'Zone of Silence' spell does not nullify sound within it at all, it simply prevents it from escaping the sphere. Its for safeguarding against being spied on or listened in on, not for safeguarding against damage.
To clarify a little, if you used a 'Silence' spell in a clearing you were camping in and then tried to talk to you fellows to plan an ambush of a bandit hide-out neither you nor any of your party members would be able to hear you. However if you used a 'Zone of Silence' spell you would be able to hear each other just fine, but a bandit lurking in the underbrush nearby would have no clue what you were saying and would not be able to take any useful information back to the hide-out.
