Area burst 5 is a huge number of squares... there's only one spell in the player's handbook that has this area, and it's a level 19 daily.

Your wording should be "All allies within the burst may spend a healing surge if adjacent to a creature that took damage from this power. The burst creates a zone of shadows that lasts until the end of your next turn. While in the zone, all allies gain concealment."

Thank you for your help. Is it alright to instead say: "Target: Each enemy in burst" so that only enemies take damage?

Yep!. Also, whilst Range 12 doesn't break the game, the convention is Range 5, 10 or 20 (the equivalent to 3.5e's short, medium and long ranges). Marasmusine (talk) 01:12, 24 March 2013 (MDT)
