I've put in some work on this page since the concept of a incognito dragon from the outer planes is relatively cool. Would love some new eyes on it, mine are getting crossed. User:Notlonelyloner/Signature
I was doing a cursory search about this particular race for Pathfinder, didn't realize someone was trying to adapt them for 5e. It's looking like several things needs to happen with it, but I'm not versed with wikipedia-type editing, so I'm just going off of my own GMing experience when it comes to this whole thing.
List of things that are 'mandatory' when we're talking about a playable-dragon race. 1) Darkvision 2) Breath Weapon 3) Resistance against own Breath Weapon Damage Type 4) Resistance/Advantage versus Charm and Sleep 5) Natural Bite Attack 6) Natural Armor 7) Wings
The issue for a lot of these abilities is that there is very few ways of balancing this in competition with other PHB races. As such, I would honestly do it as thus:
Ability Score Increase: Due to the young age of Taninim characters, they do not gain any ability score increases. Age: Taninim are born with a functional and instinctive ability to survive in the wild, effectively becoming intelligent beings at the age of 5. As Dragons, they do not die of old age. Alignment: Most Taninim characters possess an alignment consistent with their scale color, much like full Dragons. Some may depart from this norm, but that is the exception, not the rule. Size: Taninim characters start at the Small size when they reach adulthood, though the older they become, the bigger they become. Speed: 20 Feet. Armor does not weigh Taninim down Special: Same general effects as Dragonborn Draconic Ancestry Special: Taninim gain advantage on saving throws against Charm and Sleep effects Special: Taninim gain a natural bite attack (1d4 damage) and claw attacks (2, 1d3 damage), An unarmored armor class of 11+Dex, and a fly speed of 20 feet. Special: Taninim cannot use normal weapons--they rely on their bite and claw attacks. They can wear armor, but armor costs 5x as much for them and they cannot fly when wearing armor that is heavier than Medium armor. Whenever their Class would give them an ability score increase, Taninim characters must instead take the 'Draconic Growth' Feat.
Specific Feats for them would be in a separate page, but the Draconic Growth feat would basically increase their size, speed, natural weapon damage dice, and breath weapon damage dice. The feat would also give them +1 STR or +1 CON or +1 INT or +1 WIS or +1 CHA. The feat would also force them to take -1 DEX, but +2 to their natural armor.
