If this is powered by magic, then I suggest treating it as a magic item. The only change is that it will have a rarity as well as a cost, depending on how the DM wants to handle it. These kinds of steam powered / clockwork / arcane items fall inbetween mundane weapons and magic weapons, so their availability is down to the DM and the campaign.
