I think it is quite unbalanced as it is today (05/03/19). I made a new version but not different enough to be a variant.

Quick Movement Starting at 3rd level, your speed increases by 10 feet while you are not wearing medium or heavy armor, or wielding a shield. This bonus increases by 5 feet for every additional Sneak Attack dice you gain when you reach certain Rogue levels, as shown in the Rogue table. This is too much movement compared to others.


Unstoppable Beginning at 13th level, your need for movement allows you to act as if continually under the effect of a Freedom of Movement spell. Probably too much for a 13th level character (even if they could get the same effect from a ring)

Fast Reflexes When you reach 17th level, you can take two turns during the first round of any combat. You take your first turn at your normal initiative and your second turn at your initiative minus 10. You can't use this feature when you are surprised. This is exactly like the Thievs' Reflexes and it becomes too much with the combined with the Unstoppable feature imho


I wanted to keep the old version in this page because you may like this version more and may prefer to switch capstones..
