The balance issue noted seems to be in error. According to the Targets section of the PHB (10th print, pg. 204), "If you are in the area of effect of a spell you cast, you can target yourself." As it says 'can', it is optional and War Caster requires that the spell only target the provoker not that it only be capable of targeting the provoker. Thus both blade cantrips can be used with War Caster at 5 feet. This video interview with JC confirms this, addressing the specific question at about 14:03. That they can't be used with Twin Spell is still correct as that explicitly can't be used with 'Range: Self' spells.
