This is generally a pretty good design. I just have a few minor concerns:
Katar is a superior weapon: compare with Dwarves who start with two martial proficiencies but must take the feat Dwarven Weapon Training to gain proficiency with all axes and hammers (including superior).
Racid Spittle is balanced and flavourful, but I'm not sure about the utility of Filth Fever. The initial condition would only have any bearing on monsters that can access their healing surge, which is an extremely limited selection. Diseases progress during extended rests, which will need DM fiat since monsters don't technically them - but one would expect the monster to be dead or captured anyway.
