The reason this class looks different than a "normal" class is that it is a racial class (as defined in Savage Species) which is a way to change a race with a >0 ECL into a playable character at a lower level.
Not every level of the "class" gives all of the benefits of a normal class, meaning skill-points and hit-die, which is why they have to be specified in the table and can't be brought out like a normal class.
