This is a great race, good job. However, I am not sure if the Selkan needs all around vision. A picture would also be really great.

This seems a tad overpowered to me, compare it to another psionically focused race, and it seems better than them, just my opinion though. Anyway, I would say add a couple more abilities and make it LA +2, or get rid of a couple not so important ones and keep the LA. Just my thoughts.

Better?[edit]
Is it better now? I got rid of the +1 Nat Armor and gave it 2 bonus pp instead of 3. As for the picture, this is the URL for it (just ignore the words)
