This is awesome, I really dig it. One thing: on The Fire Burns Within Me, you've written "You may do this a number of times per round equal to your Dexterity modifier (a minimum of once), but not more than once a turn." Does this mean it regenerates on a short rest or something? It's not immediately clear how this is meant to work.
Basically, how the ability works is you get to make more opportunity attacks each round without needing to use your reaction. However, if a single enemy leaves your melee range a few times on the same turn, you could make multiple opportunity attacks against the same enemy, so this is meant to limit that to prevent abuse. For example, say you have 18 Dex. That gives you 4 opportunity attacks per round, but you can't use it more than once on a single enemy, unless that enemy takes a second turn in the same round. ok, I this subclass as a mobile rogue with the potential powerful sneak attack ability, and with that in mind I made a few changes: The Earth Moves Beneath Me- Nice little feature to open this class
The Wind Blows Through Me- it works whenever you take a dash action and can be activated with a bonus action, since moving throw enemies spaces is really useful in the midst of battle, but is a little too much if you add it as an extra to all cunning action, especially disengage, this way makes a more balanced action economy, having the player needs to decide between taking opportunity attack or get really far away. In this way we also make bonus action dash have more purpose in some situations and not and not be overlap
The Fire Burns Within Me- the mechanics seemed overcomplicated, even after your explanation, so I think to reduce the number of opportunity attacks to half and have a limit to how many times a day you can do this that escalate as you level up a better way of balancing. And btw, all rogues can sneak attack on an opportunity attack, so I added an extra d6 to make this the subclass specialty!
The Water Flows Around Me- I added walk on water because of NINJAS! and this subclass seems like a mobile rogue so, a temporary walk on water at level 13 is not that broken since by this time some other classes give teleportation like it was NOTHING! looking at you shadow sorcerer/monk
The Void Shrouds Me- seems cool, nothing to argue against, but it felt lacking as a level 17, so I gave extra reinforcement to make the mobility in this ninja to pop!
