Increasing Nappa's CR?

I know it sounds a little odd, but allow me to explain. My original vision was to have 1 creature per race per level, plus extras if when we get around to it. 25th is clearly Super Saiyan Goku (first technique after gaining Super tier), making 24th Pre-Super Saiyan Goku, 23rd being Namek Saga Vegeta, 22nd being Saiyan Saga Vegeta, and 21st being Saiyan Saga Goku (since Vegeta technically should have won, but didn't because of his pride/worse techniques). With the way the Namekians are shaping up, with Saiyan Saga Piccolo likely ending up 19th (with Raditz Saga Piccolo being 17th making a reasonable Raditz estimate 18th or 19th depending on where movie Saiyans fall), would it make sense to bump Nappa's CR up to 20? IMO, Nappa fits the role of "absolute strongest the sub-epic world could ever be", casually vaporizing cities while not being all that involved in planet busting (not that he necessarily can't, but the Nappa > Piccolo > moon vaporization = planetary thing is a nightmare to get into).
