I believe this spell is overpowered for a 4th level spell. Let’s look at a minimum spell effect – casting 4th level spell means you have to be a 7th Level Wizard as a minimum. Based on this spell it causes 14d4 of damage each round with no saving throw. The spell doesn’t say but certainly implies the spell can move with the target (it is a swarm of crows right?) which means it could continue to pursue the target. Which would stand to reason that it would do this for 1 round per level. Again, that means a minimum of 14d4 for 7 rounds with no save. If you take average damage for a minimum level caster you could cause 245 points of damage with no save. This doesn’t even consider the flat footed aspect. As a DM who’s ran games for more than 30 years there is no way I would permit this spell as it is written to my players as it is incredibly overpowered.

Suggestions, Maybe specify if the crows can move and assume they can. Apply caps to the damage. Consider if you want the spell to wear away the targets or cause massive damage – this spell as written does both.

I like the concept and may put a version of this spell in my campaign, but what you have is too powerful for a 4th level spell.
