I agree that adding Short Swords (although the damage would indicate Bastard Swords) to the end of a Longbow would definitely make it unusual and hence, not trained in the standard "guardsman" training course which is Martial weapons. I am also curious about making this Composite, is that possible if so, for how much and if not is it already composite, in which case it seems a bit cheap.
