This spell is badly underpowered IMO. 3d6 points of damage to a single target is very little damage for a 3rd-level spell - as a matter of fact, it's about comparable to a 0-level cantrip. Also, "[the target] can't take reactions until the start of it's next turn" isn't a big deal when spells of the same level can inflict more debilitating conditions such as blinded and frightened.

The spell should be good now, though I'm not sure about the vulnerability bit. Might make it too good. I'll get some second opinions, but either way, 6d10 for a single target spell is exactly in-line with a 3rd-level spell, so that's where I'll leave it.
