I would suggest you drop the Dexterity +1. Not that this feat is lacking flavor, you mentioned you can add your initiative modifier to to attack and damage rolls, if so there should be a means to contain (balance) this feat by providing a limitation. For example, you could say that on condition you have higher initiative than the creature you are attacking etc. Further, I do not see anywhere in 5e where you may draw your weapon as part of an "attack action," I advise you change this to using your reaction or a bonus action. If you want even more flavor (also to compensate for the removal of the Dex +1) you can say something along the lines of, you may add 1/2 your proficiency rounded down to your initiative or if your weapon is sheathed, you may use it as an improvised weapon during an opportunity of attack.
