If "Improved grab and swallow whole are well worth these penalties at LA 0" then why does it need balance?

Fine. There is a Pro for every Con, if anything the drawbacks seem a mite steep. -5 dex rolls (-2 stat -4 skills) for a bite and swallow whole attack that only affects tiny sized enemies for a medium sized Glutton and +1 nat armor vs -2 dex means same AC but -1 ref save and ranged attack. maybe more nat armor, and/or no dex stat pen, and the dex skill pen becomes a permant -2 armor check penalty (-2 to str and dex rolls instead of -4 to dex rolls) You might consider how that affects fitting into armor: http://www.dandwiki.com/wiki/SRD:Armor_for_Unusual_Creatures
My question is what exactly constitutes "more than your fair share" and "all food remaining" especially when the Glutton can Swallow Whole? What is the measure of his eating capacity? "There are no rules for tummy aches" - Elan OOTS. or even tracking how much it takes to get full. And does the trait have to "evolve" when it can just be "+1 DC per failure, max 25" and "+1% weight, for 200 failures"?
