The fluff is a little sparse. This concept is highly iconic, and worth exploring- so take some time to explore it a bit with the audience! Think of it as a bit of a sales pitch- you're selling your idea to the audience that they might enjoy having a character from the future of the setting!
The proficiencies, languages, and gear are all appropriate.
Well informed is an awesome feature, and I'd love to run that feature at my table. However, its current wording is a little risky. Antagonistic DMs can use this to hurt players. Aggressive players could use it to foist their own narrative of the future on a new or timid DM.
That blurb before the personality traits section should be moved to the description section. That is gold. I can see such a character being hounded by sages, both good and evil. That's awesome inspiration material.
Tying the specialization into the bond to create a hybrid background element is brilliant. I am very fond of what you did there.
Overall, this is nearly complete, and a very good background. I'm going to call it a stub and ask for more fluff please. You might want to give a section about discussing the future of the setting in private with the DM. This is also being printed out and added to my houserules.
