Lacks a little somethn somethn. I think they would work better as a variant of dwarf with +1 Wis. I don't think, with the abilities listed, that it needs to be vulnerable to piercing. That's an extreme penalty which will make any rogue of your level or equal one-shot you. Vulnerability to piercing is much more damaging than resistance to slashing is good. And as long as you're only adventuring in the cold they do have some niceties, but the boons are very shallow and little adept for combat, except for the resistances. Vulnerability fire (very common) balances fairly well with immunity cold (common), and naturally adept to cold climates is offset by being inept in warm climates, so balance-wise if you just drop vulnerability to piercing you end up with the following pure benefits: resistance slashing, radiant Fast tunneling in snow/ice: +5 speed in snow It's a little better than "+1 hp/level", so some sort of offset is probably appropriate, but not something as harsh as vulnerability piercing. Maybe loose the tool proficiency?
