There is already a pirate background in the PHB, based on an alternate feature for the sailor background. What's to stop someone from taking that option and just having their character drink and act drunk all the time? Absolutely! I'm not questioning the validity of this background. Honestly, I like it, it gives me ideas for playing a character more like Jack Sparrow or Disney's version of Captain Hook, rather than Barbosa or Blackbeard.
