I love the idea of this, but you are spending the time when disenchanting anyway. In fact, you are spending all the time for half the return, so I don't feel that the limitation at the end there is necessary. This is nice to make use of old magic items you have lying around, but I would remove any limitations, since if you really wanted to "save time" and make an item worth 10,000 gp, you would spend the same amount of time that it would take to make a 20,000 gp item, and give up magic items worth 20,000 gp as well.
