I feel like if their entire thing is being so determined then they should get a bonus to Constitution instead of Dexterity. Then remove the Life Powder feature, as having a Constitution bonus does the same thing (giving more max health) without being so easily exploitable. Also, make them small size. I know the idea is that they're probably the size of actual cookies, but this isn't necessarily true. The witches might just be giants. Also, when they've appeared in collaborative content in the past (like with Summoners War) they've been the same size as other characters which lends credence to the idea that they're bigger than normal cookies.
