The rules for creating your own swarm seem unclear, especially in regard to the stats for the swarm. It gives a quantity of creatures, but it does not give CR levels for the creatures one can make a swarm out of, nor does it explain how to calculate HP and attack dice for a custom swarm. For example, would a swarm of hyenas at level 3 have 30hp and 6d6 damage? Because that would be incredibly unbalanced at level 3. But if it just takes the stat block for one of the other swarms, then it doesn't seem to provide anything that couldn't be accomplished by just being able to turn into the premade swarms.
