I tried clarifying this weapon as best as possible since the wording was a little strange, and I think this item is a good concept, but a hefty chunk of it seems a little unbalanced. For example, the weapon does three times its normal damage, had an unclarified +3 bonus, and dealt an additional amount of damage that heals the wielder? Assuming that the player has even just a +1 Wisdom modifier and that the "+3" also applied to damage rolls, you're still looking at around 37 damage on average, healing somewhere around 20 Hit Points on each successful attack. (Feel free to correct me if my math's wrong.)
I removed the Strength and Dexterity modifier swaps between bludgeoning and slashing damage simply because it seemed like it'd bog down combat when the wielder is trying to remember what bonuses to use on their roll when dealing such-and-such damage, on top of the already complex damage rolls that'll follow afterward.
I tried to fix some of the problems I saw in a couple of different ways. I restricted the casting of bestow curse, limited the healing effect of Drain to critical hits, made the "+3" into a +3 bonus to attack rolls, and various other changes.
Most of the legendary weapons from the Dungeon Master's Guide give a +3 bonus to attack and damage rolls, on top of one passive ability; this far exceeds that with its damage output and various features, leading me to believe this might be more of an artifact? (Don't take my word for that though, I haven't even touched an artifact on this wiki before.) Other than that, most of the rest of the weapon seems kind of okay to me personally, with minor exceptions for some things like the inability to become "un-frightened," so to speak (which I also changed), and I'm not sure how to feel about being able to dig 30 ft. with a shovel in six seconds, but I wanted to hear others' opinions before I went and changed anything else.
