Steam Form. The elemental can enter a hostile creature's space and stop there. It can move through a space as narrow as 1 inch wide without squeezing.

Boiling Point. A creature that is in the elemental's space is blinded, and heavily obscured to creatures outside the space. A creature that moves into the elemental's space or starts its turn there takes 3 (1d6) fire damage.

Condensation. If the elemental takes 10 or more cold damage, its movement speed is halved and it cannot deal fire damage for 1 minute.

ACTIONS

Multiattack. The elemental makes two slam attacks.

Slam. Melee Weapon Attack: +6 to hit, reach 5 ft., one target. Hit: 8 (1d10 + 3) bludgeoning damage plus 7 (2d6) fire damage.

REACTIONS

Steam Puff. When a creature within 10 feet of the elemental hits it with a melee weapon attack, the elemental blows a jet of steam at it. The attacker must make a DC 13 Dexterity saving throw, taking 3 (1d6) fire damage on a failed save, or half as much damage on a successful one.

A roiling and boiling cloud of steam shaped roughly like an air elemental, but much thicker. The steam elemental is a fusion between the elements of water and fire, appearing like a cloud of steam. It undulates and writhes as it moves, almost like an uncanny air elemental, composed of unrelenting and violent energy.
