The Skeleton Commoner is a commoner who died and was raised as a skeleton. With no real combat training, the most they can do in a fight is pick up a stick or rock and use it as a club. Mostly, These skeletons are risen by Novice Necromancers looking to hone their skills and often accompany them through their journey, because they don't have much better to do with their new gift of a second life.
