Running (Shekastkoré Supplement)
From D&D Wiki
DMs should run this campaign with little intervention against PCs actions. If they want to sneak into the Mayor's house and have relations with the Mayor's wife, so be it. Make sure that consequences happen, just like in the real world. It is a world of free will and a world of consequence. The DM should have multiple courses of action based upon multiple outcomes. The most control a DM should have is during the character creation phase to make the characters work within the world. This should be a fun campaign for players, it's a rich world with a lot going on and hopefully with more DMs a rich and complex history that can evolve.
Rules should be followed to the point as to not hinder gameplay. If an action is deemed reasonable or feasible go with it. Experiment and expand.
