Innate Spellcasting. Lazaro's spellcasting ability is Intelligence (spell save DC 16, +8 to hit with spell attacks). He can innately cast the following spells, requiring no material components:

At will: chill touch, fire bolt, infestation, toll the dead
4/day each: cause fear, guiding bolt, healing word, magic missile
3/day each: acid arrow, animate dead, banishment, bestow curse, counterspell, darkness, dimension door, fireball, hold person, invisibility
1/day each: disintegrate, hold monster

Legendary Resistance (3/Day). If Lazaro fails a saving throw, he can choose to succeed instead.

Life Fails. A creature within 60 feet of Lazaro can't regain hit points.

Life Sense. Lazaro knows if there is a living creature within 100 feet of him.

ACTIONS

Multiattack. Lazaro casts a spell that he can cast at will. He then makes three attacks: one with his bite and two with his claws.

Bite. Melee Weapon Attack: +11 to hit, reach 15 ft., one target. Hit: 29 (2d8 + 7) piercing damage.

Claw. Melee Weapon Attack: +11 to hit, reach 15 ft., one target. Hit: 17 (1d6 + 7) slashing damage.

Corrupted Breath (Recharge 5-6). Lazaro exhales corrupted miasma and acid in a 60-foot cone. Each creature in that area must make a DC 18 Dexterity saving throw, taking 33 (6d10) acid damage and 33 (6d10) necrotic damage on a failed save, or half as much damage on a successful one.


LEGENDARY ACTIONS

Lazaro can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. Lazaro regains spent legendary actions at the start of his turn.

Attack. Lazaro makes one claw attack.
Detect. Lazaro makes a Wisdom (Perception) check.
Insanity (Costs 2 Actions). Lazaro targets one creature he can see within 30 feet of him. The target must succeed on a DC 18 Wisdom saving throw or be haunted by images of shadows and demons. When a creature haunted by these images makes an attack roll, it repeats its saving throw; on a failed save, it must target the closest creature it can see within the range of the attack. If multiple creatures are equally close, determine the target randomly. On a successful save, the effect ends for it. Otherwise, the effect lasts for 1 minute or until the creature benefits from a lesser restoration spell or similar magic.
Self Destruction (Costs 2 Actions). Lazaro uses his Corrupted Breath, even if it isn't recharged. He then takes 33 (6d10) necrotic damage. This damage cannot be reduced or avoided.

Born from a pit of rotting corpses, Lazaro was the one who was born from the hatred of all the spirits of the dead, to swear revenge and corruption against the world, now everything will rot, if those who live dedicate themselves to taking their own lives, well, the living don't deserve it. Lazaro was once an adult black dragon seeking immortality. He made a deal with a mysterious figure, but the deal didn't go the dragon's way. After his death, Lazaro's corpse was reanimated by vengeful spirits of the dead who corrupted his already evil soul, using him as a vessel for their revenge on the living. Now, Lazaro has made his lair within a pit of the dead he spontaneously reanimates as basic servants.
