Standard Action	Close Burst 2
Requirement: Water, Ice
Target: Each creature in burst.
Attack: Charisma Vs. Reflex
Hit: 3D8+charisma modifier cold damage.
Effect: The burst creates a zone of destructable difficult terrain that lasts until the end of an extended rest. Each square of terrain has 5 hit points and vulnerable 5 fire.
Augment: Water Effect: Increase the burst size by 1. You can augment this power multiple times.
